Permanent Secretary Calls on Churches to Champion National Values and Combat Social Ills
PERMANENT Secretary in the Office of the Vice President Ndiwa Mutelo has urged religious leaders to take a more active role in promoting national values and addressing social issues in the country.
Mr Mutelo noted the pivotal role the church plays as a custodian of the nation's moral and ethical standards.
He said this at a church leaders’ meeting for Livingstone constituency at Livingstone Museum on Wednesday.
“We are the custodians of national values. The declaration of Zambia as a Christian nation is something we uphold, and as such, we are committed to fostering a mindset change among our people,” he said.
Mr Mutelo said religious leaders hold a unique position in society as men of God enjoy clerical privilege and are rarely questioned by their congregants.
He encouraged them to leverage this influence to support government initiatives aimed at curbing alcohol and drug abuse, promoting hard work, and discouraging laziness, which he described as a growing concern in the country.
“There are many people in the country who need to be working, but instead, they are idle.
We must not allow slumber, for a person who does not work should not eat. The church should lead by example in these areas,” Mr Mutelo said.
And he called on the church to take a proactive stance in promoting the Constituency Development Fund (CDF), a key government initiative designed to enhance local development.
He stressed that the government is eager to collaborate with religious institutions to ensure the success of this programme.
“We want the church to be at the forefront of promoting the CDF. As the government, we want to work closely with you to achieve our shared goals for the nation,” he said.
Member of Parliament for Livingstone Rodney Sikumba has called on the church to take an active role in the distribution of CDF forms and in shaping the development agenda of the constituency.
Mr Sikumba who is also a Minister of Tourism said the church's pivotal role as a key partner in driving community development.

However, we have noticed that some individuals believe the CDF does not exist, partly because they have not heard about it from church leaders," he said.

Mr Sikumba noted the ease with which community members approach church leaders, making the church an ideal institution to distribute CDF forms.
"We want the church to be proactive by distributing CDF forms to those in need,” he said.
Father Daniel Naji, Dean of the Catholic Livingstone Deanery, emphasized the need for the Constituency Development Fund (CDF) to consider supporting private schools that serve the community.
He stated that schools run by the church should benefit from the CDF. Despite several attempts to secure funding, these efforts have been futile.
He called for a change to ensure better outcomes and stressed that the application process should be made easier.
Another pastor, Another pastor, Reverend Simuyemba Kutemwa of the African Methodist Episcopal Church in Libuyu, mentioned that he is also running a school and has not received any support from the CDF.
Reverend Kutemwa, who is also the executive director of Mother Eve School, said he had applied several times, but his requests were rejected.

“We will be acknowledging and publicizing those who excel in using these funds to better their communities,” he said, adding that the initiative might be extended to a larger platform, such as the Maramba Stadium.
Acknowledging the challenges facing the CDF, Mr Sikumba noted, “The UPND government, led by President Hakainde Hichilema, is committed to ensuring that these funds reach the people.
While we face a few challenges, the funds are a little over a million dollars. It’s crucial we manage them wisely to meet the needs of our people.”
He further addressed the need for social cash transfers, particularly in light of recent droughts that have left many vulnerable.
“We need to identify those in need of social cash transfers, especially the bedridden who are most in need,” Mr Sikumba urged.
Regarding infrastructure, Sikumba was clear that while road development is important, CDF funds should not be diverted for such projects.
“We can’t do roads with CDF money; otherwise, there will be no funds left for other critical community projects,” he explained.
Instead, he suggested that efforts be directed towards initiatives like the Cash for Work program, which could be used to clean up garbage in the constituency.
Mr Sikumba also addressed issues of vandalism, particularly in the Kariba and Akapelwa wards, where streetlights have been damaged.
He reassured residents that the government is actively working to combat these challenges and ensure that government projects are implemented.
“We are not a sleeping government. Government projects are going to be actualized,” he asserted.

Water Crisis in Kanyoze Village: A Call for Immediate Action
The residents of Kanyoze Village, under the jurisdiction of Senior Headman Kenneth Kambimbi, are grappling with a severe water crisis that has reached a critical point.
“The nine sub-villages that make up Kanyoze are suffering due to a chronic shortage of clean drinking water,” said Senior Headman Kambimbi, “which is endangering both human lives and livestock.”
“For years, we have relied on a single borehole, sunk 25 years ago by JICA, which is now struggling to meet the growing demands of the community,” Headman Kambimbi explained.
“The situation has deteriorated to the point where it takes several hours to draw just 40 liters of water, forcing residents to ration their use.”
He added, “In Mukabaleya and Muntanga, the only boreholes have run dry, leaving our residents desperate.”
The lack of adequate water resources has forced the people of Kanyoze to share small, overcrowded wells with their animals, Headman Kambimbi pointed out.
“The dry Nanyati stream, once a lifeline for our community, now hosts bitter disputes as villagers fight for access to the little water that remains,” he said.
“This scarcity has led to a severe decline in hygiene, with residents bathing only twice a week, and livestock dying from thirst—posing a serious public health threat in the region.”
Despite repeated pleas to local authorities, including their current Councillor, Mr. Obrey Mwanfwa, the villagers have seen no improvement in their situation.
“I recall better times under our former Councillor, Mr. Elias Siamibila,” Headman Kambimbi stated, “and I now call upon the government to take immediate action.”
“I appeal to the Government, under the leadership of His Excellency President Hakainde Hichilema, to come to our aid,” urged Headman Kambimbi.
“We need boreholes in each of the nine villages to prevent this crisis from becoming a tragedy. Water is life, and we cannot allow our people to suffer any longer.”
“Kanyoze Village, covering 70 square kilometers, has long been neglected in terms of essential services,” Headman Kambimbi asserted.
“Since 2017, I have been tirelessly advocating for the sinking of boreholes through the Kazungula District Council and our Royal Highness Chief Nyawa, yet these efforts have been in vain, leaving our villagers in a dire state.”
“We are grateful for the government's efforts in upgrading our community school,”
Headman Kambimbi acknowledged, “but we now plead for a solution to our water crisis. Our lives depend on it.”

Minister of Water Development and Sanitation, Collins Nzovu, has called for severe punishment for individuals vandalizing water infrastructure, emphasizing the urgent need to protect essential resources.

The Livingstone City Council has announced the allocation of a substantial towards the Cash for Work (CFW) programme, an initiative designed to create jobs, enhance community development, and improve public infrastructure in Livingstone.
Speaking on the financial management and implementation of the CFW program, Kalumbu Mumbi, the Socio-economic Planner at the Livingstone City Council, emphasized the importance of the initiative for the local community.
“This K2 billion investment in the Cash for Work programme is a significant step towards addressing unemployment and fostering community development,” Mumbi said.
“Out of this budget, K1.8 billion will be directly allocated to payments for CFW beneficiaries.
This will provide much-needed financial support to our community members while creating jobs.”
Mumbi further explained the breakdown of the budget, noting that “K150,000 has been set aside for administrative costs.
This includes everything from community mobilization and monitoring to the procurement of necessary tools and personal protective equipment.
We want to ensure that every kwacha is used effectively to benefit our people.”
Highlighting the inclusive nature of the program, Mumbi stated,
“We are committed to ensuring equal opportunities for both men and women in this program. People living with disabilities will also be considered for tasks that they can perform.
We are particularly mindful of the workloads of women, disadvantaged individuals, and overburdened households. Our goal is to promote fairness in task allocation and work norms.”
Mumbi elaborated on the criteria for selecting beneficiaries, saying,
“We will focus on individuals who are not in formal employment, residing within the district, and not currently receiving benefits from other social welfare programs.
Priority will be given to those in areas with high poverty levels, both in urban and rural settings.”
Regarding the scope of work under the CFW program, Mumbi explained,
“The projects will include a range of activities such as road maintenance, garbage collection, and the construction of community infrastructure.
These efforts are designed not only to meet local needs but also to provide meaningful employment opportunities.”
Mumbi assured the public of the programme's effective management:
“Local Authorities at the ward level will oversee the implementation of the CFW programme.
We will work closely with engineers and the Disaster Management and Mitigation Unit to ensure that all work is up to standard and that payments to beneficiaries are fair and timely.”
On the issue of payments, Mumbi said, “Each beneficiary will receive K600.00 for ten days of work each month. Payments will be made through banks and mobile platforms to ensure ease of access.
We are also putting strict accountability measures in place, with monthly expenditure reports to ensure that funds are used for their intended purposes.”
Mumbi emphasized the importance of community involvement, stating, “Religious leaders and community members will play a critical role in the sensitization, monitoring, and evaluation of the programme.
Their involvement is key to ensuring that the CFW initiative is implemented transparently and effectively.”

“The Livingstone City Council is dedicated to managing the CFW program with the utmost transparency and efficiency.

Other projects include the installation of solar street lights, borehole drilling, and road maintenance through grading and gravelling.
"We are ensuring that every ward benefits from the CDF, and these projects are spread across various areas to address the unique needs of each community," he said.

"That’s why we have disbursed loans totaling ZMW 3,491,518.00 to 37 organizations. These loans are not just about money; they are about creating opportunities for our people to thrive."
He highlighted some of the ventures that have benefited from these loans, including carpentry and metal fabrication, which received ZMW 325,000.00, and general trading and hardware supply, with an allocation of ZMW 833,640.00.
"These businesses are vital to our local economy, and we are proud to support their growth and success," Chifunilo said.
The CDF 2024 also focuses on empowering women, youth, and vulnerable groups through grants.
"Our commitment to inclusivity is reflected in the 94 grants we've distributed, totaling ZMW 2,353,308.00," Chifunilo said.
"We are particularly proud of the support we've provided to small-scale businesses, including poultry farming and village banking.
These grants are designed to uplift the most vulnerable members of our community and provide them with the resources they need to sustain and grow their enterprises."
Chifunilo emphasized the importance of these initiatives in improving livelihoods.
"These grants are more than just financial support; they are lifelines for many families, enabling them to break the cycle of poverty and build a better future," he stated.
Education is a cornerstone of the CDF 2024, with a significant portion of the fund dedicated to providing bursaries for secondary school students and supporting skills development programs for the youth.
"We have approved 210 secondary school bursaries and 665 skills development bursaries, amounting to ZMW 7,045,645.00," Chifunilo announced.
"This investment in education is crucial for ensuring that our young people have the opportunities to pursue their academic and professional aspirations."
Chifunilo highlighted the long-term impact of these educational initiatives.
"By investing in education, we are not just supporting individuals; we are building the future of our constituency," he said.
"These bursaries ensure that no child is left behind, regardless of their financial background."
The total allocation for the CDF 2024 stands at ZMW 30,635,641.97, which has been strategically divided among various sectors.
"Our approach to fund allocation is rooted in a deep understanding of the needs of our community," Chifunilo explained.
"Community projects received the largest share, amounting to ZMW 16,589,200.13, followed by allocations for youth, women, and community empowerment at ZMW 7,934,115.80.
We have also prioritized education, with ZMW 5,820,771.98 allocated for secondary school bursaries and skills development, and ZMW 1,531,782.97 set aside for administrative costs."
Chifunilo emphasized the council's commitment to transparency and accountability in managing the CDF.

Three-Year-Old Perishes in Nyimba Fishing Camp Blaze; Twin Brother in Critical Condition
A tragic fire tore through Nyimba Fishing Camp in Monze District on August 15, 2024, claiming the life of three-year-old Richard Kamanda and leaving his twin brother, Moses Kamanda, severely injured.
The Southern Province Police Command confirmed the incident, which has devastated the local community.
"This is a heartbreaking loss for the family and the entire community," said Southern Province Police Commanding Officer Auxension Daka.
"Our hearts go out to them during this incredibly difficult time."
The fire broke out around 13:00 hours in the Malozilozi section of the fishing camp, located in Chief Hamusonde's area.
"The fire spread quickly due to strong winds and the close proximity of grass-thatched homes," Mr. Daka explained.
"Generators, which were common in the area, fueled the blaze further with their explosions."
The twins were under the care of their aunt, Ms. Sandra Nyambe, while their mother, Ms. Namukolo Sitali, attended a nearby funeral. Mr. Daka described the frantic scene:
"Residents rushed back from the funeral house when they noticed the flames, but despite their desperate efforts, the fire was too overwhelming."
"Ms. Nyambe heroically managed to save Moses from the inferno," Mr. Daka continued,
"but tragically, young Richard was struck by a collapsing iron sheet as he tried to escape.
He succumbed to his injuries before he could receive proper medical attention."
The fire has left the Malozilozi section in ruins, with over a thousand families displaced.
"The destruction is immense," noted Mr. Daka.
"The estimated value of the lost property runs into the millions of kwacha, leaving families with nothing but the clothes they were wearing."
The incident was reported to Monze Central Police Station the following day by Ms. Sitali, who originally hails from Chitulwa Village in Kabwe District.
"We have opened an inquiry file and are conducting a thorough investigation to determine the cause of the fire," Mr. Daka stated
. "Our officers are committed to finding answers and ensuring that such a tragedy does not happen again."
Mr. Daka urged the community to take preventive measures to avoid similar incidents in the future.
"This tragic event highlights the need for increased awareness and preparedness in our communities," he said.
"We must work together to ensure the safety of our homes and families."
As investigations continue, Mr. Daka reiterated the police's dedication to safeguarding the public.
"The Southern Province Police Command remains steadfast in its commitment to protecting our citizens," he concluded.
"We will do everything in our power to bring clarity to this situation and to support the affected families."

"The government's initiative is a progressive move that will provide much-needed geological information to small-scale miners, enabling them to improve their mining practices and increase productivity," said Mr Kalesha.

The statement comes in response to recent claims made by the EFF, led by Kasonde Mwenda, which labeled the survey as illegal and threatened legal action against the government.

Wife of Escaped Prisoner and Five Others Arrested for Aiding Escape
The Zambia Police Service has announced the arrest of six individuals, including Lombe Chali, one of the wives of Jay Emmanuel Banda, who escaped from lawful custody while receiving medical treatment at Chipata General Hospital.
The incident has raised concerns about security and accountability within the law enforcement community.
Lombe Chali was apprehended on August 9, 2024, and formally charged the same day before being released on police bond.
Further investigations into the circumstances surrounding Banda’s escape led to the arrest of two police officers, Mfungwe Phineas and Kabole Benson, along with three prison warders: Sakala Moses, Nathan Mbao, and Musa Spider Zulu.
The five law enforcement officials were arrested on August 12, 2024, and also released on police bond.
All six individuals have been charged with aiding a prisoner to escape, a serious offence under Section 120 Chapter 87 of the Laws of Zambia.
They are expected to appear in court soon to face these charges.
In a statement, Police Public Relations Officer Rae Hamoonga emphasized the Zambia Police Service's commitment to upholding the law and ensuring that anyone who breaches the law, regardless of their status or position, is held accountable.

Zambia’s Emerald Sector Shows Mixed Performance, Calls for Support to Small-Scale Miners
The emerald sector in Zambia has witnessed a mixed
performance over the past six months, with notable successes from major players
but ongoing challenges for small-scale miners.
According to Victor Kalesha, President of the Emerald and
Semi-Precious Stones Mining Association of Zambia (ESMAZ), the sector's
progress is driven largely by the efforts of Kagem Mining Limited and Grizzly
Mining Limited, the two largest producers in the country.
Mr Kalesha noted that Kagem and Grizzly Mining have been
instrumental in promoting growth within the sector, thanks to their successful
auctions held both locally and internationally.
He said these
auctions have not only boosted the companies' revenues but have also raised
Zambia’s profile as a leading producer of high-quality emeralds.
“Over the last six months, Kagem Mining Limited and Grizzly
Mining Limited have significantly driven the growth of the emerald sector
through successful auctions, showcasing the potential of our gemstone resources
on a global stage,” Mr Kalesha stated.
However, he also highlighted the struggles faced by the 90%
of small-scale mining companies in the sector.
Mr Kalesha said these smaller players have been unable to
fully capitalize on the country’s emerald resources due to several challenges,
including limited geological information, inadequate mining equipment, and
restricted access to finance.
He said as a result,
productivity among small-scale miners remains low, stifling their potential
contribution to the sector.
“While our two largest producers are thriving, the reality
is different for small-scale mining companies,” Mr Kalesha explained.
“They face significant challenges, including a lack of
geological data, insufficient equipment, and limited access to the necessary
financial resources to improve their operations,” he said.
Despite these difficulties, Mr Kalesha acknowledged the
positive initiatives being taken to support the sector.
He said Grizzly Mining, for example, has adopted an open
policy that provides small-scale miners with geological and technological
consultations.
Additionally, Mr Kalesha
said government efforts to geologically map mineral resources and engage with
small-scale miners have been welcomed as steps in the right direction.
“Grizzly Mining’s open policy of supporting small-scale
miners through consultation and the government’s initiatives to map out our
mineral resources are encouraging signs. These efforts are vital for ensuring
that the sector as a whole can benefit the nation,” Mr Kalesha said.
Looking ahead, Mr Kalesha expressed optimism about the
future of the emerald sector in Zambia.
He said he believes that with the continued success of major
players like Kagem and Grizzly Mining, combined with increased government
support for small-scale miners, the sector has the potential to see substantial
improvement.
However, Mr Kalesha noted the need for targeted
interventions to address the specific challenges faced by small-scale miners.
“Going forward, the sector is expected to improve,
particularly if we can resolve the issues hindering small-scale miners. With
the right support and collaboration, the emerald sector in Zambia could achieve
a higher rating, potentially reaching 8 out of 10 in the next six months,” Mr Kalesha
said.
For the emerald
sector to reach its full potential, Mr Kalesha called for a collaborative
effort between the government, large-scale producers, and small-scale miners.
By working together,
he said he believes that Zambia can maximize the benefits of its rich gemstone
resources, ensuring that all stakeholders, especially small-scale miners, can
